"This memory card was found on Anzac Day, 25th April 2008 on the roadside at the McIvor Shire side of the Redesdale Bridge in central Victoria, Australia. Looks like the photographer had been to Puckapunyal and Ballarat as well."

I would return the memory card to the base at Puckapunyal. The older gentleman in the photo is most likely an instructor from that base and would be able to return the card to the owner. It looks like the other people are cadets as they do not have any rank or name badges on, which they would have if they were FT Army. You can post it to this address:

either that or contact army base in ballarat.. there is a cadet group there.. 300 Rcu, they have evnts and might know something
